COVID-19 Information
County Worksite Protocol 01/21/2021
 

Per Resolution 2021-11 on January 19, 2021 and effective immediately, the Lake County Board of Supervisors authorized the temporary reduction of in-person delivery of County services to the public in response to worsening pandemic conditions.  To continue essential services, the following Clerk services will be available:

Marriage Ceremonies and Deputy Commissioner of Marriage Certificates: Due to NEW COVID-19 restrictions, Courthouse Ceremonies and Deputy Commissioner of Marriage Certificates are not available at this time.

Effective Thursday, January 21, 2021, the Lake County Clerk will provide marriage licensing services to LAKE COUNTY RESIDENTS, by appointment only on Tuesdays and Thursdays.  Appointments may be made by contacting the County Clerk’s Office at (707) 263-2311.    All other in-person County Clerk services will remain unavailable at this time, including confidential marriage licensing, or performing marriage ceremonies.

Social distancing and procedure protocol will be communicated at the time of appointment and adherence will be required.

We encourage you to continue to use the available online, email and mail services summarized below to avoid the limited social distancing capabilities of our customer counter.

Marriage – BY APPOINTMENT ONLY
• Public License – PDF fillable application form can be prepared and submitted online.  Please add your attachments 1) COVID-19 questionnaire and 2) Copies/Pictures of your Identification. At least one of the applicants must be a resident of the County of Lake and provide proof of residency by way of any of the following and alike, and at the discretion of the County Clerk; identification, monthly bill statement, bank account statement, rental agreement, mortgage agreement or other visible forms of proof.
 
• Confidential License (not available at this time) - PDF fillable application form can be prepared and submitted online.  Please add your attachments 1) COVID-19 questionnaire and 2) Copies/Pictures of your Identification. • Certified Copy of Confidential License - PDF fillable application form can be prepared online, printed and then sent by mail. Read the instructions carefully on the applications opening page

Deputy Commissioner for a Day (not available at this time) – Due to statutory in-person appearance requirements, this service is suspended until the County Clerk’s Office is open to the public.

Other Services – County Clerk Social Distancing Services
• Apostille or Certification – Certifying Birth/Death/Marriage certificates going overseas.  Please call the County Clerk for Assistance @ (707) 263-2311

Certificate of Person Appearing in Office – For persons receiving pensions from overseas.  This may be done by mail with the assistance of a Notary.  Please include the following in your mail:
    o The document requiring the certification (i.e. a Certificate of Life)Identification that confirms the name and date of birth on the form
    o Proof of address
    o Certification fee of $4.00
    o Certificate of Acknowledgement from a Notary.  The Notary must be from Lake County.

Form 700 Statement of Economic Interests – If you are a form 700 filer and trying to file your statement online and need support, call the County Clerk department at (707) 263-2311.  If you are filing by mail, you can download the PDF fillable form 700 here, complete with instructions.  You may also download the form 700 reference pamphlet here as well.  You may mail your completed form 700 to: County Clerk – 255 N. Notary Oath of Filing – Notary Oaths may be filed by mail, please see have a Notary fill out the “FOR PERSONS FILING BY MAIL” section of the Notary Public Oath and Certificate form sec/state NP 18.  Send 2 copies of the Oath forms issued by the SOS, an original Notary bond for $15,000 and covering the term of the commission, a copy of your commission certificate and a check or money order in the amount of $28.00 paid to the Lake County Clerk to 255 N. Forbes St. Lakeport, California 95453.  You will receive the necessary document back in the mail to file your bond with the County Recorder.

What does the County Clerk's Office Do?

The Clerk Division of the Auditor-Controller/County Clerk's Office has a variety of functions including issuing Marriage Licenses; performing Civil Marriage Ceremonies; processing Fictitious Business Name Statements; and reviewing and registering  professional records such as Notary Oath Filings, Process Server Registrations, and other statutory oaths and filings.
