Shared Portal for Outbreak Tracking (SPOT) Reporting

SPOT Reporting is now available to Lake County schools, workplaces, congregate settings and other entities, to report COVID-19 exposures to Lake County Public Health. SPOT Reporting in Spanish is also available. The SPOT Intake Form opens best with Edge or Chrome browsers.

The goal of the School and Shared Portal for Outbreak Tracking (SPOT) is to expand California's contact tracing efforts by facilitating collaboration and sharing of information between schools, workplaces, congregate settings, other entities and local health departments (LHD), through CalCONNECT, California's public health contact tracing and data management system.

Who Must Report?

Cal/OSHA Emergency Temporary Standards require most Lake County Employers to report COVID-19 outbreaks in the workplace to Lake County Public Health (LCPH) within 48 hours.

Outbreaks are defined as:

Outbreak - 3 or more cases in a workplace within a 14 day period
Major outbreaks - 20 or more cases within a 30-day period

Report an Outbreak via the new SPOT Intake Form - this form is confidential. The information is sent to CalCONNECT, and allows the Lake County Public Health to review the information. SPOT Intake Form opens best with Edge or Chrome browsers.

Masking Indoors

Beginning March 1, 2022

Masks are required for all individuals in the following indoor settings, regardless of vaccination status; surgical masks or higher-level respirators (e.g., N95, KN95, KF94) with good fit are highly recommended:

On public transit:
- Airplanes
- Ships
- Ferries
- Trains
- Subways
- Buses
- Taxis and ride-shares
In transportation hubs:
- Airport
- Bus terminal
- Marina
- Train station
- Seaport or other port
- Subway station
- Or any other area that provides transportation
Indoors in kindergarten through 12th grade schools, childcare (through March 11, 2022)
Emergency shelters and cooling and heating centers
Healthcare settings
State and local correctional facilities and detention centers
Homeless shelters
Long Term Care Settings and Adult and Senior Care Facilities

Additionally, masks are strongly recommended for all persons, regardless of vaccine status in indoor public settings and businesses:

Retail
Restaurants
Theaters
Family entertainment centers
Meetings
State and local government offices serving the public

Surgical masks or higher-level respirators (e.g., N95, KN95, KF94) with good fit are highly recommended. Businesses are required to follow any regulations that normally apply to their operations.

Guidance for Businesses, Venue Operators or Hosts

In settings where masks are strongly recommended, businesses, venue operators or hosts should consider:

Providing information to all patrons, guests and attendees regarding masking recommendations for all persons, regardless of vaccine status
Providing information to all patrons, guests and attendees to consider better fit and filtration for masks [Surgical masks or higher-level respirators (e.g., N95, KN95, KF94) with good fit are recommended over cloth masks]
Requiring all patrons to wear masks, especially when risk in the community may be high, or if those being served are at high-risk for severe disease or illness
Requiring attendees who do not provide proof of vaccination to enter indoor Mega Events to continue masking during the event, especially when not actively eating or drinking

No person can be prevented from wearing a mask as a condition of participation in an activity or entry into a business.

In workplaces, employers are subject to the Cal/OSHA COVID-19 Prevention ETS or in some workplaces the Cal/OSHA Aerosol Transmissible Diseases (ATD) (PDF) and should consult those regulations for additional applicable requirements.
