Guintivano Appointed County Counsel, Effective March 25
Carter, Jr., Serving as Interim Behavioral Health Services Director
Lake County, CA (March 21, 2023) – The County of Lake is very pleased to announce the appointment of Lloyd Guintivano as County Counsel, effective Saturday, March 25, 2023. Guintivano joined the County of Lake’s Counsel office in June of 2008, and had most recently served as Senior County Counsel. This appointment was announced as the Board emerged from Closed Session at 5pm on Tuesday, March 14.
A graduate of the University of Nebraska College of Law (2004) and the University of California, Berkeley (2001, double major in English and Philosophy), Guintivano had worked in Legal Research and Attorney roles in the private and public sectors prior to service with the County of Lake. He brings more than two decades of relevant experience to his new role.

Guintivano follows long-time County Counsel, Anita Grant, who will retire Friday, March 24, following thirty-one years of extraordinary service with County of Lake. Grant’s contributions were celebrated by current and past elected officials and County staff during Tuesday’s (March 21) meeting.

Also announced following Tuesday, March 14’s, Closed Session, the Board has appointed Stephen L. Carter, Jr., who serves as Assistant County Administrative Officer, Interim Behavioral Health Services Director, effective March 18. Todd Metcalf, Interim and Permanent Director since 2016, left County employment for a housing-focused work opportunity Friday, March 17.
Carter, Jr., has successfully fulfilled a variety of fiscal and leadership roles with the County of Lake since July of 2010, including six years with the Lake County Department of Social Services. This complement of experiences, including management of a diversity of State and Federal funding streams, has well prepared him for this temporary role. Recruitment for a permanent Behavioral Health Services Director is ongoing.
